The Carmi City Council met Tuesday, March 7th 2017 at 5:30 p.m. in the Council Room of the Municipal Building, 225 East Main Street.
Prior to opening the council meeting, Mayor Pollard asked Alderman Winkleman to give the invocation followed by the Pledge of Allegiance.
Mayor Pollard presided with the following Aldermen present: Steve Winkleman, Mark W. Blake, Keith Davis, Lance Yearby, Sheila Jo Headlee, Jack Lamont, Doug Hays and Mike Knight.
Minutes for the February 21st, 2017 council meeting were presented. Motion made by Alderman Knight and seconded by Alderman Hays to approve the minutes as presented. The motion carried on roll call by each Alderman answering “yes.”
Mayor Pollard asked the council to consider rescheduling the Tuesday April 4th, 2017 meeting to Monday April 3rd, 2017 at 5:30 p.m. to avoid a conflict with Election Day. Motion made by Alderman Hays and seconded by Alderman Davis to approve the rescheduling as presented. The motion carried on roll call by each Alderman answering “yes”.
Mayor Pollard then asked the council to consider Ordinance No. 1523, 2017 Budget and Appropriations for the fiscal year beginning January 1, 2017 and ending December 31, 2017. Motion made by Alderman Headlee and seconded by Alderman Lamont to approve Ordinance No. 1523 as presented. The motion carried on roll call by each Alderman answering “yes”.
Mayor Pollard asked the council to consider Ordinance No. 1524, an Ordinance approving TIF #2 Redevelopment Agreement #3 between the City of Carmi, White County, Illinois and Botsch Properties, LLC. He explained that they will get a one (1) time payment of six thousand five hundred dollars ($6,500). Motion made by Alderman Hays and seconded by Alderman Blake to approve Ordinance No. 1524 as presented. The motion carried on roll call by each Alderman answering “yes”.
Reports and/or updates from Mayor Pollard
Mayor Pollard stated that the night drop in the alley is broken. They have ordered a new one and it should be arriving in a few weeks. Citizens can bring their payment into the office, pay by phone, pay online or use the night drop in the front of the city light & water office building.
A planned electric recycling day will take place on Saturday April 1st from 9:00 a.m. to 1:00 p.m. at the Newton Wire and Cable Building on Third Street. Unfortunately there will not be collection of any liquids at this recycling event.
Mayor Pollard stated that Southern Illinois Archery Club will be hosting a Triple Qualifier Shoot on March 18th and 19th at the Burrell Woods Bicentennial Park.

Alderman Headlee wanted to thank City Supervisor Mike Buckman for opening the basement at the city light & water building on the night of the bad storms.

At 5:37 p.m. the council went into closed session.
Motion made by Alderman Yearby and seconded by Alderman Davis to return to open session. The motion carried on roll call by each Alderman answering “yes.”
At 5:46 p.m. the council returned to open session.
Motion made by Alderman Knight and seconded by Alderman Winkleman to appoint T.C. Headlee as a Laborer for the Parks and Cemetery Department. Motion carried on roll call by each Alderman answering “yes” with Alderman Headlee abstaining.
Motion made by Alderman Blake and seconded by Alderman Davis to appoint Keith Large as Foreman for the Sewer Department. Motion carried on roll call by each Alderman answering “yes” with Alderman Knight abstaining.
Motion made by Alderman Headlee and seconded by Alderman Yearby to adjourn.
At 5:48 p.m. the council adjourned.
