Minutes: City Council Meeting of November 2, 2021

The regularly scheduled council meeting was held on Tuesday, November 2, 2021, at 5:30 p.m. in the Council Room of the Municipal Building, 225 East Main Street.  

Prior to opening the council meeting, Alderman Winkleman gave the invocation followed by the Pledge of Allegiance. 

Mayor Pollard presided with the following Aldermen present: Steve Winkleman, Mark W. Blake, Tracy Nelson, James Totten, Jeremy Courson, Sheila Jo Headlee, Mike Knight, and Doug Hays.

The minutes from the October 19, 2021, council meeting were presented. Alderman Knight made a motion to approve the October 19, 2021, council meeting minutes as presented.  Alderman Courson seconded the motion. The motion carried on roll call by each Alderman present answering “yes.” 

For Council Consideration, discussion, and possible approval

  1. Possible approval of an estimate from Farabee Mechanical Inc. for repairs at the Light Plant totaling $30,443.69.  Light Plant Foreman, Sarah Buttry, was present to explain what the repairs were for.  Mrs. Buttry stated they would be repairing engines #12 and #13 so they could be ran for IMEA purposes and we would receive our credits.  The units have been out of operation since approximately June.  With no further discussion, Alderman Headlee made a motion to approve the repair estimate.  The motion was seconded by Alderman Winkleman.  The motion carried on roll call by each Aldermen present answering “yes.”
  2. Possible Christmas bonuses for City and Light and Water employees ($60.00 plus $5.00 per year of longevity for full-time employees and a flat $60.00 for part-time employees, firemen, and EMA members). A motion was made to approve the Christmas bonuses by Alderman Courson and seconded by Alderman Headlee.  The motion carried on roll call by each Aldermen present answering “yes.”
  3. Resolution No. 11.02.2021; A resolution authorizing an agreement with 2 Doods Dog Wash, LLC for a commercial property development project utilizing Tax Increment Financing.  Alderman Totten made a motion to approve the resolution with a second by Alderman Hays.  The motion carried on roll call by each Aldermen present answering “yes” except Alderman Nelson who abstained.
  4. The Tax Increment Financing agreement with 2 Doods Dog Wash, LLC was presented for approval.  Alderman Totten made the motion to approve the agreement with a second by Alderman Hays.  The motion carried on roll call by each Aldermen present answering “yes” except Alderman Nelson who abstained.

 Reports and/or updates from Mayor Pollard

Mayor Pollard reminded everyone of the upcoming Veteran’s Day Ceremony to be held on November 11, 2021, at 11:00 a.m. at the Veteran’s Park.  The event will be moved to VFW in case of inclement weather.

Mayor Pollard informed the Aldermen that with next week being “shut off” of electrical services due to nonpayment as well as a short week due to Veteran’s Day, I would like to ask the City Council to consider moving the next meeting from November 16th to November 23rd.  Alderman Headlee made a motion to move the November meeting to the 23rd of November.  The motion was seconded by Alderman Courson.  The motion carried on roll call by each Aldermen present answering “yes.”

Adjournment

At 5:45 p.m. Alderman Courson made a motion to adjourn.  The motion was seconded by Alderman Headlee.  The motion carried on roll call by each Alderman present answering “yes.”
