Minutes: City Council Meeting of October 19, 2021

The regularly scheduled council meeting was held on Tuesday, October 19, 2021, at 5:30 p.m. in the Council Room of the Municipal Building, 225 East Main Street.  

Prior to opening the council meeting, Alderman Winkleman gave the invocation followed by the Pledge of Allegiance. 

Mayor Pollard presided with the following Aldermen present: Steve Winkleman, Mark W. Blake, Tracy Nelson, James Totten, Jeremy Courson, Sheila Jo Headlee, Mike Knight, and Doug Hays.

The minutes from the October 5, 2021, council meeting were presented. Alderman Courson made a motion to approve the October 5, 2021, council meeting minutes as presented.  Alderman Hays seconded the motion. The motion carried on roll call by each Alderman present answering “yes.” 

The September 2021 Financial Reports for the City of Carmi and Carmi Light & Water were presented to the council for consideration.  A motion was made by Alderman Headlee for approval of the September 2021 Financial Reports.  The motion was seconded by Alderman Winkleman.  The motion carried on roll call by each Alderman present answering “yes.”

The vendor invoices for October 2021 for the City of Carmi and Carmi Light & Water were presented for approval.  A motion was made by Alderman Winkleman to approve the October 2021 vendor invoices.  The motion was seconded by Alderman Headlee.  The motion carried on roll call by each Alderman present answering “yes.”

For Council Consideration, discussion, and possible approval

  1. Ordinance #1578; An ordinance for the City of Carmi standards of ethical conduct to address fraud, waste and abuse was presented for approval.  This is to update the current policy and procedure to comply with grant requirements for the City of Carmi.  Alderman Courson made a motion to approve ordinance #1578; An ordinance for the City of Carmi standards of ethical conduct to address fraud, waste and abuse.  The motion was seconded by Alderman Headlee.  The motion carried on roll call by each Alderman present answering “yes.”
  2. Resolution 10.19.2021; A resolution providing for the expenditure of Tax Increment Financing Funds to Southeastern Illinois College for development of a new vocational education facility was presented for approval.  Alderman Totten made a motion to approve the above resolution.  The motion was seconded by Alderman Headlee.  The motion carried on roll call by each Alderman present answering “yes.”
  3. Approval of the Intergovernmental Agreement between the City of Carmi and Southeastern Illinois College for the provision of tax increment financing revenues.  Alderman Headlee made a motion to approve the above intergovernmental agreement.  The motion was seconded by Alderman Totten.  The motion carried on roll call by each Alderman present answering “yes.”  
  4. Resolution 10.20.2021; A resolution to execute an agreement with Brown & Roberts, Inc. for State and Jessup Street reconstruction adjacent to the City Park.  Alderman Blake made a motion to approve the above resolution.  The motion was seconded by Alderman Courson.  The motion carried on roll call by each Alderman present answering “yes.”

 Reports and/or updates from Mayor Pollard

Mayor Pollard thanked all of the City employees who worked very hard to help get everything ready for Corn Day with a special thank you to all of the officers who helped in keeping the crowd in an orderly fashion.  All in all, the weather turned out perfect and it was a great Corn Day.

As a reminder, the trick-or-treat hours will be Sunday, October 31st from 4 to 8 p.m.  Please make sure you have your porch lights on so the trick-or-treaters will know where to stop.  Also, please use caution while driving since it will be dark and the kids will be out running around.

 Last, the railroad will start working on the railroad crossings beginning November 1, 2021, weather permitting.  The road outages are as follows:

  • 5th Street Crossing:  November 1st to the 3rd.
  • 3rd Street Crossing:  November 3rd to the 5th.
  • 1st Street Crossing:  November 4th to the 8th.

Reports from Standing Committees

Alderman Hays reported the shut off for non-payment of electric bills for November will be Tuesday the 9th instead of Wednesday the 10th.  

 Adjournment

At 5:40 p.m. Alderman Courson made a motion to adjourn.  The motion was seconded by Alderman Headlee.  The motion carried on roll call by each Alderman present answering “yes.”
