Minutes: City Council Meeting of April 17, 2018

A public hearing was held Tuesday, April 17, 2018, at 5:15 p.m. in the Council Room of the Municipal Building at 225 East Main Street for the purpose of rezoning 134 Fair Street.  Troy Dietz from Martin and Bayley was present. Mr. Dietz stated the 134 Fair Street location would be used as an additional parking lot for the Huck’s Convenience Store.

The Carmi City Council then met at 5:30 p.m. following the public hearing.  The meeting was called to order.

Mayor Pollard asked Alderman Winkleman to give the invocation followed by the Pledge of Allegiance.

Mayor Pollard presided with the following Aldermen present: Mark W. Blake, Sheila Jo Headlee, Doug Hays, Mike Knight, Tracy Nelson, Steve Winkleman, Lance Yearby, and Jeremy Courson.

Minutes from the April 3, 2018, council meeting were presented.  Motion was made by Alderman Headlee and seconded by Alderman Winkleman to approve the minutes as presented. The motion carried on roll call by each Alderman present answering “yes.”

Mayor Pollard asked the council to approve the March 2018 Financial Reports for the City of Carmi and Light & Water Departments.  Motion was made by Alderman Headlee and seconded by Alderman Winkleman to approve the March 2018 Financial Reports for the City of Carmi and Light & Water Departments. The motion carried on roll call by each Alderman present answering “yes.”

Mayor Pollard asked the council to authorize and approve the April 2018 vendor invoices for the City of Carmi and Light & Water Departments. Alderman Winkleman made a motion to approve the April 2018 vendor invoices for the City of Carmi and the Light & Water Departments.  Alderman Courson seconded the motion.  The motion carried on roll call by each Alderman present answering “yes.”

Mayor Pollard stated Brian Allen was to address the council regarding Pre-Disaster Planning offered by Slay’s Restoration of Carmi, but Mr. Allen had called earlier in the day and was ill.  He will address the council at a later date.

Mayor Pollard asked the council to approve Resolution No. 04.17.18.; A resolution renewing the employee’s safety incentive program for the period of April 1, 2018, to March 31, 2019.  Alderman Blake made a motion to approve Resolution No. 04.17.18; A resolution renewing the employee’s safety incentive program for the period of April 1, 2018, to March 31, 2019.  Alderman Courson seconded the motion. The motion carried on roll call by each Alderman present answering “yes.”

Mayor Pollard presented ordinance No. 1543, An ordinance amending zoning ordinance #778 for the City of Carmi property at 134 Fair Street, PIN # 1314 457007 owned by Martin and Bayley Huck’s Convenience Store.  Alderman Headlee made a motion to approve ordinance

Mayor Pollard asked the council to consider the reappointment of Braden Willis, III, to the Police Commission for a three (3) year term effective January 1, 2018, to December 31, 2020.  Alderman Hays made a motion to reappointment Braden Willis, III, to the Police Commission for a three (3) year term effective January 1, 2018, to December 31, 2020.  Alderman Blake seconded the motion.  The motion carried on roll call by each Alderman present answering “yes.”

Reports and/or updates from Mayor Pollard

Mayor Pollard would like to invite the public to the second annual White County CEO Trade Show at Rice Motor Company on April 23, 2018, from 5:00 p.m. to 7:00 p.m.  The CEO students will have their business products available for purchase.

The American Red Cross will be holding a blood drive at the First Christian Church Fellowship Hall in Carmi on Tuesday, April 24, 2018, from 2:00 p.m. to 7:00 p.m.  The public is invited to help the American Red Cross save lives.

Opening Day at Bradshaw Park will be held on Saturday, April 28, 2017, with the ceremony beginning at 11:00 a.m. Please come out and support the youth of our community.

Once again, I would like to remind everyone there is an ordinance against blowing grass and debris into the streets and you could be ticketed for this.

Mayor Pollard stated Chief Jason Carter was unable to be at the meeting tonight but wanted it reported that the Carmi White County School System did approve hiring of a School Resource Officer (SRO) at Monday’s meeting.

Reports from Standing Committees

Alderman Blake reported he had been out to Burrell Campground and it looks very nice with all the tree removals and upgrades to the shower house.

At 5:40 p.m. the council adjourned.
