Minutes: City Council Meeting of January 2, 2019

The Carmi City Council met Wednesday, January 2, 2019, at 5:30 p.m. in the Council Room of the Municipal Building, 225 East Main Street.

Prior to opening the council meeting, Mayor Pollard asked Alderman Winkleman to give the invocation followed by the Pledge of Allegiance.

Mayor Pollard presided with the following Aldermen present: Steve Winkleman, Mark W. Blake,   Tracy Nelson, Lance Yearby, Jeremy Courson, Sheila Jo Headlee, Mike Knight, and Doug Hays.

The minutes from the December 18, 2018, council meeting were presented.  Motion was made by Alderman Hays and seconded by Alderman Blake to approve the minutes as presented.  The motion carried on roll call by each Alderman present answering “yes.”

Mayor Pollard asked the council to consider the renewal agreement with Mutual Medical Plans, Inc. to serve as the City of Carmi’s third party administrator for the health insurance plan from 02/01/2019 to 01/31/2020.  David Andreas with Mutual Medical Plans Inc. presented the health care plan costs for the current plan year.  He informed the council that they did not have any claims that exceeded the $42,500 stop-loss deductible this year but one claim did come close.   Mr. Andreas stated we are on track to spend slightly less in 2018 than 2017.  He will come back in March/April 2019 for a yearly review and comparison.  City Clerk Cynthia Attebury stated at that time, a review of the Mutual Medical Plans, LLC as well as Carmi Community Clinic utilization would be done.  Mr. Andreas presented the renewal options for the City of Carmi for the third party administration. He recommended renewal option B, which would raise the individual stop loss deductible to $45,000 from $42,500 but would be a 0% increase to the City of Carmi.  Option A would be to maintain the individual deductible at $42,500 with a 3% increase for a total increase yearly amount of $10,525.  After discussion, a motion was made by Alderman Headlee to adopt renewal B option in the amount of $45,000.  The motion was seconded by Alderman Headlee.  The motion carried on roll call by each Alderman present answering “yes.”

The Mayor wanted to wish everyone a Happy New Year.

At 5:47 p.m. Alderman Courson made a motion to adjourn.  Motion was seconded by Alderman Headlee.  The motion carried on roll call by each Alderman present answering “yes.”
