Minutes: City Council Meeting of July 16, 2019

The regularly scheduled council meeting was held on Tuesday, July 16, 2019, at 5:30 p.m. in the Council Room of the Municipal Building, 225 East Main Street.  

Prior to opening the council meeting, Mayor Pollard asked Alderman Winkleman to give the invocation followed by the Pledge of Allegiance. 

Mayor Pollard presided with the following Aldermen present: Steve Winkleman, Mark W. Blake, Tracy Nelson, James Totten, Jeremy Courson, Sheila Jo Headlee and Doug Hays.  ABSENT:  Mike Knight

The minutes from the July 2, 2019, council meeting was presented. Alderman Hays made a motion to approve the July 2, 2019, council meeting minutes as presented.  Alderman Winkleman seconded the motion. The motion carried on roll call by each Alderman present answering “yes.” 

The June 2019 Financial Reports for the City of Carmi and Carmi Light & Water were presented to the council for consideration.  A motion was made by Alderman Headlee for approval of the June 2019 Financial Reports.  The motion was seconded by Alderman Blake.  The motion carried on roll call by each Alderman present answering “yes.”

The vendor invoices for July 2019 for the City of Carmi and Carmi Light & Water were presented for approval.  A motion was made by Alderman Headlee to approve the July 2019 vendor invoices.  The motion was seconded by Alderman Winkleman.  The motion carried on roll call by each Alderman present answering “yes.”

For Council Consideration, discussion, and possible approval

Mrs. Erica Zieren CWCHS STEM teacher along with student Alex O’Daniel were introduced to give an update on the dog park.  Mr. O’Daniel stated $11,685.90 has been raised since the March 5th council meeting.  The estimated expenses for the fencing, concrete pad, and shelter total approximately $13,848.90.  The construction plan is to begin installation of the fence, concrete and shelter by August with the project to be completed hopefully by the end of summer.  Mayor Pollard stated he had reached out to White County Highway Department along with other townships to possibly help construct the new road to the dog park area which he hopes to have constructed in the near future.  Mr. O’Daniel stated the STEM class along with the community has been very successful in collecting plastic lids.  At this time, they have enough plastic to make four benches.  They are looking for sponsors for the benches which cost $250.00 per bench.  Mr. O’Daniel also stated they had decided on a name for the dog park; Carmi Memorial Dog Park.  He stated the class chose this name because memorial contributions to the dog park in memory of loved ones who had passed away have been received.  The council commended the students on the amount of money that had been raised for the project.  After a brief discussion, Alderman Hays made a motion to name the dog park Carmi Memorial Dog Park.  The motion was seconded by Alderman Headlee.   The motion carried on roll call by each Alderman present answering “yes.”

Reports and/or updates from Mayor Pollard

Mayor Pollard gave an update on the tennis courts.  He said he had contacted Brent Edwards with O’Daniel Trucking this morning and they plan to begin work on the tennis courts by the end of next week, depending on the weather.     

The White County Fair will start on August 5th and run through August 10th.  

Mayor Pollard stated Lance Yearby had approached him and City Clerk Cynthia Attebury a few months ago about trying to organize a Christmas Light Display at Burrell Woods similar to what is done at other surrounding towns where local business and/or individuals could purchase and sponsor a light display.  Mayor Pollard stated the City has decided to move forward with the project.  Holly Healy, City Administrator, has mailed letters to local business owners to see if there is an interest to participate.  Each display would have a yard sign advertising who sponsored it.  The display would be at Burrell Woods from November 29th to January 3, 2020.  Admission through the display would be canned goods which would benefit our local food pantries.  More information will be available after determining the interest of the community in this event.

At 5:48 p.m. Alderman Headlee made a motion to adjourn.   The motion was seconded by Alderman Blake.  The motion carried on roll call by each Alderman present answering “yes.”
