Minutes: City Council Meeting of July 6, 2021

The Carmi City Council met for the regularly scheduled meeting at 5:30 p.m. in the Chamber Council at 225 East Main Street on July 6, 2021

Prior to opening the council meeting, Mayor Pollard asked Alderman Winkleman to give the invocation followed by the Pledge of Allegiance. 

Mayor Pollard presided with the following Aldermen present: Steve Winkleman, Mark W. Blake, Tracy Nelson, James Totten, Doug Hays, Jeremy Courson, and Sheila Jo Headlee.   Absent:  Mike Knight.

The minutes from the June 15, 2021, council meeting were presented.  A motion was made by Alderman Hays to approve the June 15, 2021, council minutes.  The motion was seconded by Alderman Totten.  The motion carried on roll call by each Alderman present answering “yes.” 

For Council Consideration, discussion and possible approval:

  1. A pay request for Brown and Roberts, Inc. in the amount of $19,154.37 for engineering fees for the grant at the Carmi Municipal Airport for the entrance road and parking lot area.  A motion was made by Alderman Winkleman to approve the pay request to Brown and Roberts, Inc. in the amount of $19,154.37.  The motion was seconded by Alderman Headlee.  The motion carried on roll call by each Alderman present answering “yes.”
  2. Ordinance #1576; An ordinance amending Carmi ordinance #1534 to amend territory of the Carmi/White County/Edwards County Enterprise Zone.  Mayor Pollard Explained this ordinance would allow for expansion and deletion of the territories outlined in the attached map.  Alderman Totten made a motion to adopt Ordinance #1576; An ordinance amending Carmi Ordinance #1534 to amend territory of the Carmi/White County/Edwards County Enterprise Zone.  The motion was seconded by Alderman Hays.  The motion carried on roll call by each Alderman present answering “yes.”
  3. Resolution 07.06.21; An amendment to the intergovernmental agreement between the City of Carmi, the City of Grayville, the City of Albion, the County of White, and the County of Edwards for the Carmi/White County/Edwards County Enterprise Zone.  A motion was made by Alderman Hays to adopt Resolution 07.06.21; An amendment to the intergovernmental agreement between the City of Carmi, the City of Grayville, the City of Albion, the County of White, and the County of Edwards for the Carmi/White County/Edwards County Enterprise Zone.  The motion was seconded by Alderman Winkleman.  The motion carried on roll call by each Alderman present answering “yes.”  

Reports and/or updates from Mayor Pollard

 Mayor Pollard thanked the Chamber of Commerce as well as the law enforcement agencies and the Carmi Fire Department for the excellent fireworks display. 

Reports from Standing Committees

Alderman Winkleman stated during the Library Board meeting, they are having trouble with the lock on the book drop.  Mayor Pollard stated he would have this repaired.

Business or Comments from Visitors

Alderman Nelson also thanked the Chamber of Commerce for the excellent fireworks display.

Adjournment

At 5:34 p.m. Alderman Winkleman made a motion to adjourn.  The motion was seconded by Alderman Headlee.  The motion carried on roll call by each Alderman present answering “yes.”
