Minutes: City Council Meeting of June 20, 2017

The Carmi City Council met Tuesday, June 20, 2017, at 5:30 p.m. in the Council Room of the Municipal Building, 225 East Main Street.

Prior to opening the council meeting, Mayor Pollard asked Alderman Winkleman to give the invocation with a moment of silence for the Fran Nelson Family followed by the Pledge of Allegiance.

Mayor Pollard presided with the following Aldermen present: Steve Winkleman, Mark W. Blake, Tracy Nelson, Lance Yearby, Sheila Jo Headlee, Jack Lamont, Doug Hays, and Mike Knight.

Minutes from the June 06, 2017, council meeting were presented. Motion made by Alderman Lamont and seconded by Alderman Knight to approve the minutes as presented. The motion carried on roll call by each Alderman present answering “yes.”

Mayor Pollard asked the council to approve May 2017 Financial reports from City and Light and Water. Motion made by Alderman Headlee and seconded by Alderman Winkleman to approve May 2017 Financial Reports. The motion carried on roll call by each Alderman present answering “yes.”

Mayor Pollard then asked the council to approve and authorize June 2017 vendor invoices for City and Light and Water. Motion made by Alderman Hays and seconded by Alderman Lamont to approve Vendor Invoices as presented. The motion carried on roll call by each Alderman present answering “yes.”

Mayor Pollard asked the council to consider the re-appointment of Sharon Martin, Rick Absher, and William Kent “Pete” Fulkerson to the Library Board for a 3-year term. Motion made by Alderman Hays and seconded by Alderman Winkleman to approve the re-appointment of Sharon Martin, Rick Absher, and William Kent “Pete” Fulkerson to the Library Board for a 3-year term from July 1, 2017, to June 30, 2020. The motion carried on roll call by each Alderman present answering “yes.”

Mayor Pollard asked the council to consider Resolution 6-20-17, a resolution “re-routing traffic for the Kiwanis Club Annual Corn Days celebration on October 13-14, 2017. Motion made by Alderman Hays and seconded by Alderman Winkleman to adopt the resolution. The motion carried on roll call by each Alderman present answering “yes.”

Mayor Pollard asked the council to consider Ordinance #1527, an ordinance establishing Prevailing Wage for the City of Carmi, County of White, State of Illinois. Motion made by Alderman Headlee and seconded by Alderman Winkleman to adopt Ordinance #1527, Prevailing Wage for the City of Carmi. The motion carried on roll call by each Alderman present answering “yes.”

Mayor Pollard asked the council to consider authorization to seek bids for sale of excess property that had previously been seized:   2007 Ford Edge VIN: 2FMDK46C77BB02467 with 209,792 miles, sold AS IS. 1999 Ford Taurus VIN 1FAFP53U1XA153661 with 229,706 miles, sold AS IS. Motion made by Alderman Hays and seconded by Alderman Blake to seek bids for the sale of the above-mentioned two (2) vehicles AS IS. Motion carried on roll call by each Alderman present answering “yes.”

Reports and/or updates from Mayor Pollard

The City is offering another electronics recycling event this Saturday, June 24, 2017, from 9:00 a.m. to 1:00 p.m. at the Newton Wire and Cable Building on Third Street. They will not be taking paint. There is a list on the WRUL website of the items they will and will not be taking.

The Lions Club car show will be on July 1, 2017, at the Fairgrounds.

We are planning a car and plane show on September 16, 2017, at the airport. I will have more details later.

I want to remind everyone our meeting will be held on Wednesday, July 5, 2017. I hope everyone enjoys their 4th of July.

None.

Motion made by Alderman Hays and seconded by Alderman Blake to adjourn. Motion carried on roll call by each Alderman present answering “yes.”
