Minutes: City Council Meeting of March 29, 2022

The Carmi City Council met Tuesday, March 29, 2022, at 5:15 p.m. in the Council Room of the Municipal Building, 225 East Main Street for a public hearing.

Mayor Pollard called the public hearing to order at 5:15 p.m. for a public hearing regarding the 2022 Budget and Appropriations.  Keith Botsch, City CPA, presented the information regarding the budgets for the City of Carmi as well as Light and Water and the appropriations for the City. Mr. Botsch stated that contingencies of $1,000,000.00 were built into the budget for unexpected repairs, etc. The public hearing closed out at 5:29 p.m.

Prior to opening the council meeting, Mayor Pollard asked Alderman Winkleman to give the invocation followed by the Pledge of Allegiance. 

Mayor Pollard presided with the following Aldermen present: Steve Winkleman, Mark W. Blake, Tracy Nelson, Sheila Headlee, Jeremy Courson, Mike Knight, and Doug Hays.  Absent:  James Totten

The minutes from the March 22, 2022, council meeting were presented.  Motion was made by Alderman Knight and seconded by Alderman Hays to approve the minutes as presented.  The motion carried on roll call by each Alderman present answering “yes.” 

For council consideration, discussion, and possible approval

  1. Ordinance # 1587; Amendment to zoning ordinance #778 for the City of Carmi, IL Residential (Zone IV) to business (Zone II) at 637 Oak Street.  This Ordinance was tabled until the April 19, 2022 meeting.  
  2. Resolution No. 03.09.2022; A resolution authorizing an agreement with Stinson Appraisal Service for an existing building redevelopment project located at 306 Commerce Street utilizing Tax Increment Funds (TIF) was presented.   Alderman Headlee made a motion to approve the resolution as stated above.  The motion was seconded by Alderman Courson.  The motion carried on roll call by each Aldermen present answering “yes.”
  3. Keith Botsch, City CPA, presented Ordinance 1588; An ordinance for the annual appropriations for the City of Carmi Illinois, for the fiscal year beginning January 1, 2022 and ending December 31, 2022.  Mr. Botsch stated the total appropriations were $25,553,242.00.  Alderman Headlee made a motion to approve Ordinance #1588; An ordinance for the annual appropriations for the City of Carmi Illinois for the fiscal year beginning January 1, 2022 and ending December 31, 2022.  The motion was seconded by Alderman Winkleman.  The motion carried on roll call by each Aldermen present answering “yes.”
  4. Ordinance #1589; An ordinance prohibiting parking at any time on the west side of the northbound lane of College Boulevard from Renshaw Avenue for 136 feet to the south.  Chief of Police, Jason Carter, explained within the past few weeks, there have been at least 3 accidents occurred when citizens are trying to turn off of College Boulevard onto Renshaw Avenue because the visibility on the south lane due to parked vehicles.  Chief Carter stated “This has been a problem for quite some time which the Mayor and I have been working on and this is the best solution for the problem at this time.”  With no further discussion, Alderman Blake made a motion to approve Ordinance 1589, as stated above.  The motion was seconded by Alderman Knight.  The motion carried on roll call by each Alderman present answering “yes.”

Reports and/or updates from Mayor Pollard

Mayor Pollard reported the Yard Waste Disposal Site (Compost) will start being open on Saturdays, April 2, 2022.

Reports from Standing Committees

Alderman Knight reported the Christmas Elves had a very good turn out for the 2-day Shoe Sensation pop-up store and they are hoping to be able to offer this again in the future.

Adjournment

At 5:50 p.m. Alderman Headlee made a motion to adjourn.  Motion was seconded by Alderman Blake.  The motion carried on roll call by each Alderman present answering “yes.”
